Serves as the Flight Chief of the Installed Systems Test Flight supporting installed systems testing for programs requiring a large, shielded chamber with radio frequency (RF) absorption capability that simulates free space. Supervises approximately 20 civilian and military personnel engaged in executing the responsibilities assigned to the flight. Exercises technical supervision over personnel to ensure uniformity and adequacy and is fully responsible for the work accomplished by a mix of civilian, military, and contractor professional and technical personnel. Manages the experience of the T&E work force through assignments consistent with career goals, potential, and future needs of the 412 TW and AFTC. Develops operating budgets, strategic roadmaps, conducts advanced planning and manages requirements for future improvement and modernization. Expert knowledge of advanced concepts, principles, and techniques across multiple interrelated and integrated technical and test engineering disciplines. 2. Expert knowledge of combat aircraft avionics, armament, radar, sensor, survivability, or electronic warfare systems or related systems/subsystems. 3. Expert knowledge of ground, flight and laboratory air vehicle/missile test conduct, coordination and supervision, data analysis/evaluation and applicable flight test truth sources, modeling and simulation, technical report preparation, and administrative aspects of flight test programs. 4. Strong ability to plan and organize work, coordinate between various electronic/aerospace/mechanical engineering and test disciplines, and coordinate with other Air Force, DOD, and other domestic and foreign government agencies. 5. Strong ability to research, analyze, interpret, and apply rules, regulations, and procedures to a variety of situations and to recommend timely and economical solutions. 6. Strong ability to maintain good working relations and to provide supervision and training to subordinate technical and clerical personnel as well as to provide technical leadership and project management oversight. Ability to communicate effectively with a broad range of personnel both orally and in writing and to use modern computer software applications in support of communications and presentations.
