Non-Competitive Qualifications for appointment under the NY HELPS Program:For appointment to a Multimedia Production Program Specialist 1, you must have: Six years of experience producing multimedia communication projects using elements of audiovisual production, or graphic design for web, or graphic design for print.A bachelor's degree in video and/or TV and/or film production, web interface design, graphic design, communications design, or a closely related field may substitute for four years of experience.Provisional and/or Non-Competitive promotion (NCP) qualifications:You must be a qualified employee of the Office of the New York State Comptroller and have had one year of permanent competitive or 55-b/55-c service as an Audiovisual Production Specialist, Graphic Designer 1, Photographer 3, or Audiovisual Training and Production Specialist.Provisional and/or NCP notes:If the number of interested candidates who meet the promotional qualifications is three or less, the agency; at its discretion, may nominate one or more of the candidates for a noncompetitive promotion without further examination under the provisions of Section 52.7 of the Civil Service Law.If the number of interested candidates who meet the promotional qualifications is more than three, the agency; at its discretion, may nominate one or more of the candidates for a provisional promotion under the provisions of Section 65 of the Civil Service Law.Duties Description Multimedia Production• Design and develop covers, content lay-outs and graphical illustrations and coordinating production and distribution of a wide number of Division and OSC publications including: o Annual Reportso Research Briefs and Snapshotso Various Informational Brochureso Local Government Management Guideso Higher-profile audits of local governments• Formatting, distributing and publishing audit reports.Web Content Management• Fulfill web content management requests using a Content Management Systems (CMS)• Design and organize Internet and Intranet web pages.• Help maintain web applications which may include performing database operations, updating source code and deploying files to various environments and servers.• Update web team procedure and policy documentation.Multimedia Administration• Keep informed on changing technologies and conventions for publication and web design and/or alternatives to current tools and processes.• Collaborate with LGSA staff, staff from other units, the MMPPS 2, and the ITS 3 to design, develop and produce publications and manage web contentAdditional Comments The position can be assigned to the Central Office or any Regional Office. Knowledge and experience in the following areas are beneficial.• Adobe design products• Drupal and Joomla content management systems• Writing and/or reviewing HTML and/or CSS code• Using SQL to work with databases• Git version controlDesired Competencies • Ability to think and work independently • Strong creative and technical skills• Strong communication skills, both written and verbal skills • Experience with graphic design and web content management software. • Willingness to learn design and content management software, if not already familiar with current software used by LGSA.Telecommuting:The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s duties and work performance are aligned with telecommuting they may be allowed to do so.
