To learn more about the YWCA Metropolitan Chicago, please visit our website at https://ywcachicago.org .The Program Design and Management Director will provide ongoing oversight of daily operations of YWCA’s early childhood and youth programs and partners. Oversight includes creating and updating policies and procedures, data management and ongoing monitoring to ensure programs are operating efficiently, team members have all tools and resources to meet the needs of our clients and maintain contract compliance.ESSENTIAL RESPONSIBILITIES:Develop, implement, and maintain ongoing quality assurance and performance processes used to measure, evaluate, and assure the quality and performance of the Early Childhood programsEstablish and manage a strong monitoring, analysis, and evaluation system with well-defined results, milestones, and targets inclusive to Continuous Quality Improvement practices;Work closely with Early Childhood leadership team to review, track, and assess monitoring compliance throughout program operations and encourage continuous quality improvementAnalyze and evaluate a variety of information; organize, interpret and present it in meaningful oral or written form for varied audiences and provide solid analysis leading to sound decision-makingParticipate in local and state meetings and strategy sessions to stay informed on priorities, raise issues and provide feedbackIssue reports of all findings on an ongoing basis and provides systematic follow up to all program functionsDevelop policies and procedures to support ongoing operations of Early Childhood programs, including training of team members and partners, onboarding new partners and management of partner agreementsWork in conjunction with Early Childhood Leadership team to plan and implement the program’s yearly Community Assessment, and Self-Assessment, and processCoordinates with other YWCA programs to meet the needs of all providersManages and oversees databases including but not limited to; setup, program updates, staff training, and ongoing monitoring and reporting (KPI, Governance, Annual Report, PIR, In Kind.Responsible for timely submission of PIR and compliance monitoring of all partner programsServes as Administrator of Early Childhood software systems ensuring accuracy and timely completion of data entry for all required program elements.Develops, coordinates and produces weekly, monthly, and annual reports as needed by the program for management, state and federal reporting requirements. Community Assessments, Market Rates, Q2 FY Updates, Town Profiles, Survey, Program Performance Report)Coordination of asset tracking with IT department and ensures all technology needs of the teams are metCollaborate on audits and focus area reviews as required by funderEnsures all entities and processes of governance of programs meets all contract complianceCoordinates volunteer and temporary support activitiesFile management of all compliance documentsReview and oversee consultant contractsPlan and facilitate partner leadership meetingsPerforms other duties as assignedQUALIFICATIONS:Ability to understand and apply funding source standards , policies , procedures and requirements to program business

Skilled in creating and managing database including knowledge of Microsoft Excel, Google Docs and other spreadsheets.A demonstrated ability to work independently , while prioritizing and managing multiple assignments simultaneously as neededWell-developed problem-solving, communication skillsE xce llent f i scal and data management skillsAbility to adapt to changeAbility to work collaboratively with individuals from various education , socioeconom ic, and cultural backgroundsThrives in an environment in which collaboration , partnership , and empowerment are the k ey cultural elementsMinimum 3 years’ experience working in a Head Start/ Early Head Start/Early Childhood programs required. Understanding of early childhood education, child health, mental health, and familiarity with the fields of disabilities services and parent involvements. Familiarity with community resources, children care licensing requirements as well as standards of other regulatory bodies preferred.Effective, supportive organizational skills, including the ability to assist personnel in developing delft-direction. Extensive knowledge of the Heads Start Performance Standards and other regulations preferred.Experience in human services program management, including planning, operations & evaluation, and the use of data management information systemsAbility to pass a health examination and criminal background checkAble to travel within a locally designated area and work nights and weekends as neededExcellent presentation skills, incorporating all strategies for all learning areasWell-developed problem-solving and communication skills, with an expert ability to work independently, while prioritizing and managing multiple assignments simultaneously as neededThrives in an environment in which collaboration, partnership and empowerment are the key cultural normsMaintain a thorough knowledge of IDHS and Head Start policies, procedures, and regulations, continuous quality improvement processes, monitoring protocols, changes and updates to federal, state, and local regulations.

EDUCATION REQUIRED:

Master Degree and 4+ years of relevant experience or equivalent combination of education and experience.WORK SCHEDULE:

Monday – Friday, 8:30am-4:30pm. This position may require work on some evenings and weekends. Schedule can vary depending on the needs of the agency.Annual Pay Range:
