This position is part of the Library Services and Content Management, Government Publishing Office in Washington, District of Columbia. Responsibilities Analyzing and assessing data to identify problem areas in the catalog, and to make recommendations on operational policies and processes related to cataloging, indexing, classification, bibliographic, and authority control. Planning, implementing, and enhancing database maintenance and quality control strategies, including the development and/or revision of processes and procedures. Analyzing of ongoing activities that affect the quality and integrity of the catalog of U.S. Government information dissemination products provided to library and public users at all levels. Researching trends and patterns to develop new methods, criteria, policies, and procedures. Recommending and/or providing instruction in the application of metadata best practices. Requirements Conditions of Employment Qualifications To qualify for the Librarian (Metadata Integrity), PG -1410-13, you must meet the following requirements: Basic Requirement: (SCREEN OUT) As a basic requirement, all librarians must have professional education in library science or possess equivalent experience and/or education as shown below: A. Completion of (1) full academic year of graduate study in library science in an accredited college or university, in addition to completion of all work required for a bachelor's degree. (OR) B. A total of at least (5) years of a combination of college-level education, training, and experience. To qualify on this basis, the applicant must show conclusively that the education, training, and experience provided a knowledge and understanding of the theories, principles, and techniques of professional librarianship; knowledge of literature resources; and the knowledge, skills, and abilities essential for providing effective library and information services. Applicants must submit a copy (official or unofficial) of their school transcript(s) which document: 1) name of institution, 2) applicant's name, 3) list of completed courses,,4) cumulative GPA. Education must have been obtained through studies in an accredited college or university. In addition to minimally qualify for the PG-13 level, applicants must meet the following criteria: To minimally qualify for the PG-13 level, make sure your resume supports your response that you select. In addition to meeting the Basic Qualification Requirement (1) year at the PG-12 level (or equivalent) level or higher. Examples of qualifying specialized experience includes: (1) Utilizing Working knowledge of the theories, objectives, principles and techniques of library and information science, particularly as applicable to cataloging and metadata standards, bibliographic and authority control, and bibliographic systems, tools, and applications; AND (2) Utilizing working knowledge of national and international metadata schema such as MARC (Machine Readable Cataloging), and cataloging standards including RDA (Resource Description and Access), LC-PCC (Library of Congress-Program for Cooperative Cataloging) Policy Statements, and LC-PCC Metadata Guidance Documentation (MGDs); AND (3) Identifying errors in the application of the rules and standards in life cycle management activities for information resources; AND (4) Resolving data quality issues and problems that cross functional areas. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Only experience and education obtained by the closing date of this announcement will be considered. GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study. FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. Background Investigation: For a Suitability: To ensure the accomplishment of its mission, the GPO requires every employee to be reliable and trustworthy; this position requires a background investigation for Suitability. To meet those standards, all selected applicants must undergo and successfully complete a background check for Suitability. This review could include fingerprints and credit checks, as well as a full field FBI background investigation and tax and bar checks for attorney applicants. The background investigation covers a period of seven to ten years depending on the nature of the position; this process may take 6 weeks or longer. The Agency may rescind the tentative offer, if the candidate is unable to pass the background investigation.
