With this exciting opportunity, as the Deputy Chief Policy Officer for the Creative Works and Global Outreach, this role will allow you to display your exemplary qualities as a leader of change and innovation!You'll lead and direct in the formulation of legal policy proposals, preparation of interpretive and supporting documentation to carry out the programs and policies, and the review and analysis of other legal proposals concerning intellectual property matters.You'll analyze intellectual property policy issues before the executive branch and evaluation of public views through various means, public hearings, request for comments, round tables, and other forms of stakeholder consultations.You'll develop policy and lead in promoting international development of intellectual property systems and advocating improvements in and more cost-effective means of protecting and enforcing the intellectual property rights of U.S. nationals throughout the world.You'll take lead in developing and directing the maintenance of multilateral systems for the protection of intellectual property rights, including those administered by the World Intellectual Property Organization.As you join this agency, your exciting role and contributions will also include:

Working closely with the other Deputy Chief Policy Officers responsible for the other OPIA teams to ensure that all teams together effectively implement the Administration policies.Supporting the development of policy priorities for the USPTO and the Administration with regard to the provision of technical assistance and capacity building for developing and least-developed countries.Salary

$147,649 - $221,900/yearConditions of Employment

You must be a U.S. Citizen or a National.Background and/or Security investigation, if selected for position.You must serve a one-year probationary period unless you previously completed one year in the Senior Executive Service.Must be registered for Selective Service, if applicable (www.sss.gov)Financial Disclosure Report (OGE-278) will be required upon appointment.Obtain and maintain a Top-Secret Clearance.Qualifications

Experience must have been at a sufficiently high level of difficulty to clearly show that the candidate possesses the required professional/technical qualifications and executive core qualifications set forth below.The candidate must possess the following Professional Technical Qualifications :

Demonstrated knowledge and experience in United States and international intellectual property legal systems and procedures related to intellectual property law, including in one or more of patent, trademark, copyright, trade secret, and enforcement.Demonstrated knowledge and experience in international trade and intellectual property treaties and agreements.Knowledge of the functioning of intergovernmental organizations, having represented the United States or otherwise participated in one or more meetings of an intergovernmental organization.Demonstrated experience with program management, including domestic and international program planning, evaluation, and resource management.EXECUTIVE CORE QUALIFICATIONS (ECQ) : You must submit a narrative statement covering each of the ECQs listed below unless you: 1) are a current or former SES career appointee or 2) have successfully completed an SES Candidate Development Program approved by OPM and been certified by OPM. This position has an education requirement. The candidate must have a law degree from an accredited law school program and must be a member of a bar in good standing in the United States or a Territory of the United States.Other Information

Mobility:

Organizational and geographical mobility is essential in developing and managing SES leaders and generally is a key to advancement. Therefore, applicants are expected to be mobile and once appointed SES members may be reassigned at the discretion of the appointing authority.This is a Non-Bargaining Unit position.

This is a Public Trust position and has a risk level designation of "high" risk.
