Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This position supports Combat Capabilities Development Command Soldier Center's (CCDC SC) competency of Systems Engineering & Integration. Responsibilities Manage clothing design and development projects as a matrixed employee to PEO Solider, Product Manager Soldier Clothing and Equipment. Act as a project officer and technical designer to develop, improve, and maintain new and existing clothing items in support of military Servicemembers. Interface with textile suppliers and manufacturing facilities to optimize and enhance item design and manufacturability while working within military acquisition regulations and guidelines. Provide timely project reporting, briefings, and appropriate communications in various formats including PowerPoints, posters, oral briefings, and written status reports as required by leadership. Draft and maintain item and project documentation as appropriate, such as product descriptions, military specifications, technical packages, item change documents, and certifications. Manage technical and acquisition-related project and programmatic planning, guiding, conducting, and coordinating a wide range of activities involving production design, testing, validation including limited user assessments, and development. Support the development and integration of a Product Lifecycle Management (PLM) system and contribute to the integration of new and existing products into the system. Requirements Conditions of Employment Qualifications Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. DB-3 Specialized Experience: one year of specialized experience equivalent to the GS-11, DB-2 level in the Federal service. Specialized experience is defined as: One year of specialized experience which includes 1) Creating technical data packages and product description documentation, including illustration generation; 2) Working directly with textile manufacturers and cut-and-sew facilities on clothing production; 3) Reading and understanding Gerber CAD software design and pattern files; 4) Experience with product lifecycle management (PLM) systems; 5) Performing fit testing and evaluation on live models; 6) Developing garments from block patterns preferred. Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job at DB-3 Level, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. Three-year trial period may be required. Direct Deposit of Pay is required.
