Position: The Idaho Department of Environmental Quality (DEQ) is hiring a Hazardous Waste Permit Writer - Analyst 3 for the State Office located in Boise, Idaho. Salary Range: $28.49 - $30.42 Responsibilities: Develop all documents that comprise a Hazardous Waste Management Act/Resource Conservation and Recovery Act permit, including but not limited to, the following: + Assess submitted application, renewal, or modification request for completeness. + Prepare treatment, storage, and disposal facility and post closure permits, renewals, modifications, fact sheets, and corrective action documents. + Negotiate permit conditions and make decisions on technical and scientific merit of requests related to permitting. + Respond to public comments on proposed permits, renewals, or modifications. Support permit compliance, including but not limited to, the following: + Conduct reviews of documents and reports for technical accuracy to determine compliance with permit, variance, or plan condition. + Perform project lead/facility point of contact duties. + Answer permitting-related questions from regional offices, other DEQ programs, permitted facilities, other state and federal agencies, and the public. + Participate and assist regional office staff and the senior hazardous waste compliance officer in permitted site inspections. + Maintain the administrative record, enter records into electronic data management system, and update RCRA Info data. + Assist with public records requests. + Conduct regulatory reviews and determinations in coordination with other program staff. Minimum Qualifications: Possession of a bachelor's degree in the physical or biological sciences, political science, business or public administration, engineering, or related natural resources management fieldORany combination of education and/or experience equivalent to a typical four (4) year bachelor's degree. For example: Successful completion of sixty (60) semester hours of study, including twenty four (24) semester hours in a subject required for the specific discipline, is equivalent to two (2) years of undergraduate education; and/or experience performing routine duties in completing multiple tasks such as policy research, data collection, interpretation, analysis and preparation of reports and written documents for at least two (2) years can substitute for one (1) year of college;AND At least four (4) years' experience managing and implementing, projects or component(s) of programs that are environmental, regulatory, or administrative in nature, where you were required to routinely perform program or project planning; provide technical assistance to staff, special interest groups and the public; and provide policy and/or regulatory interpretation and/or development. OR Possession of a master's degree in any of the above fields AND?at least two (2) years' professional experience managing and implementing, or overseeing projects or component(s) of programs that are environmental in nature, where you were required to routinely perform program or project planning; provide technical assistance to staff, special interest groups and the public; and provide policy and/or regulatory interpretation and/or development. Required/Desired Specialty Minimum Qualification Considerable knowledge of remediation typically gained through possession of a college degree in Hydrogeology, Geology, Geophysics, Biology, Environmental Science, Chemistry, Soil Science, Chemical, Civil or Environmental Engineering, or a closely related field; OR education and experience equivalent to an undergraduate degree; AND two (2) years of work experience in investigating, monitoring and remediating past contamination, evaluating fate and transport of contaminants, applying short-term and long-term control and clean-up technologies; OR possession of an unrelated college degree; AND successful completion of two (2) years of environmental college level coursework supplemented with four (4) years full-time work experience as outlined above; OR At least eight (8) years of work experience in investigating, monitoring and remediating past contamination, evaluating fate and transport of contaminants, applying short-term and long-term control and clean-up technologies, and/or interpretation and application of federal and/or state environmental rules and regulations. Education/Experience Equivalency: Successful completion of sixty (60) semester hours of study, including twenty-four (24) credited hours in a subject required for the particular degree, is equivalent to two (2) years of undergraduate education; AND/OR Each two (2) years of qualifying work experience as described on the announcement may be equivalent to one (1) year of undergraduate education. Note: Course work requirements are based on curriculum from an accredited college or university. Considerable knowledge of the Resource Conservation Recovery Act (RCRA) hazardous waste management implementation and processes typically gained through possession of a college degree in hydrogeology, geology, geophysics, biology, environmental science, chemistry, soil science, engineering (chemical, civil, or environmental), or a closely related field; OR education and experience equivalent to an undergraduate degree; AND at least two years of full-time work experience in RCRA hazardous waste management, including regulatory analysis and interpretation and hazardous waste characterization, remediation, treatment, storage, and disposal; OR possession of an unrelated college degree; AND successful completion of two years of environmental college-level coursework supplemented with four years full-time work experience as outlined above. Education/Experience Equivalency: Successful completion of 60 semester hours of study, including 24 credited hours in a subject required for the particular degree, is equivalent to 2 years of undergraduate education; AND/OR each two years of qualifying work experience as described on the announcement may be equivalent to one year of undergraduate education.
