This Business Systems Analyst position will work with business and technical stakeholders to define and document requirements and other design artifacts for various services on the mainframe, client server, and the internet. This will include leading and facilitating requirements gathering, analyzing user requests and responses, interpreting business needs, and transforming these needs into documented, functional and non-functional requirements. Documents to be developed must be detailed and accurate and should follow the standardized templates.

This position will also help, as needed, to lead these projects through development and testing, to ensure the goals of the projects are met. The business systems analyst is expected to develop an understanding of the business functions and technology components of the North Carolina Department of Revenue (NCDOR), to assist with the responsibilities listed above.

Knowledge, Skills and Abilities / Competencies

Ability to work with customers as a member of cross-divisional work groups and maintain positive and productive relationships with customers, peers, and superiors.Ability to prepare and present oral and written reports clearly and concisely.Ability to communicate technical terms and concepts to non-technical staff along with the ability to understand customer needs and translate them into appropriate automated solutions.Demonstrated experience documenting functional requirements and technical specifications for existing and new applications.Experience working with customers to advise on strategies, alternatives and the implications of specific application customizations and interface designs.Possess a high-level understanding in the areas of application programming, database and system design.Experience conducting analysis of technical solutions to determine and present pros and cons of modifications.Adept at learning to use new software applications, for work processes, such as requirements management software.Management Preference:Experience using a requirements management tool.Minimum Education and Experience Requirements

Bachelor degree in business administration, computer science or any related field from an appropriately accredited institution and two years of experience in business consultation, process improvement, or requirement gathering in an information technology environment, or Associate degree in business administration, computer science or any related field from an appropriately accredited institution and three years of related experience in an information technology environment; or High School or GED and five years of related experience in an information technology environment; or an equivalent combination of education and experience.Supplemental and Contact Information
