Senior

Proposal Writer

to join our Business Development team.

The Senior Proposal Writer will lead and manage the creation of proposals in response to government solicitations. This role requires expertise in writing, editing, and producing government bids that are fully compliant with federal acquisition regulations (FAR), agency-specific guidelines, and other legal requirements. The Senior Proposal Writer will work closely with capture managers, subject matter experts (SMEs), and business development teams to ensure proposals meet client requirements and showcase the company’s strengths and value propositions.

Key Responsibilities:

Proposal Writing & Compliance:

Develop, write, and edit proposal responses for government contracts, ensuring alignment with RFP/RFI/RFQ requirements and evaluation criteria.Ensure proposals are fully compliant with all government regulations, including FAR/DFAR and agency-specific guidelines.Integrate win themes, value propositions, and competitive differentiators into proposals.Tailor technical, management, and past performance sections to reflect the government client’s needs.

Proposal Management & Coordination:

Lead the proposal development process, including initial strategy sessions, content development, and final reviews.Manage proposal schedules, assign tasks to team members, and ensure timely submission of proposals.Coordinate with capture managers, contract managers, pricing teams, and other stakeholders to gather necessary content.Lead color team reviews (e.g., pink team, red team, gold team) to ensure quality, compliance, and competitiveness of the final proposal.

Collaboration & Information Gathering:

Work with SMEs, program managers, and technical leads to extract and translate technical details into clear, concise, and persuasive language for government evaluators.Collaborate with the pricing team to ensure that the proposal's cost and pricing sections are competitive and compliant.Liaise with legal, contracts, and compliance teams to ensure adherence to legal requirements and submission guidelines.

Research & Analysis:

Conduct in-depth research on government clients, including their mission, goals, procurement history, and competitor landscape, to tailor proposals effectively.Analyze RFPs and other government solicitation documents to extract key requirements and ensure compliance.Monitor industry trends and gather intelligence on government contracting opportunities to inform proposal strategy.

Proposal Documentation & Tools:

Develop and maintain a library of proposal templates, boilerplate text, past performance references, and reusable content for future proposals.Manage and update proposal development tools and databases, such as SharePoint, Salesforce, or other CRM/proposal management software.

Process Improvement:

Refine proposal development processes, templates, and tools based on feedback from completed projects and lessons learned.Implement best practices from industry-recognized proposal methodologies such as Shipley or APMP.

Qualifications:

Bachelor’s degree in English, Communications, Business Administration, Engineering, or a related field8+ years of experience in proposal writing, with a focus on federal government contracts.Demonstrated success in writing and winning government proposalsIn-depth knowledge of FAR, DFAR, and other government acquisition regulations.Strong understanding of federal government procurement processes.Strong project management skills with the ability to oversee multiple proposals concurrently under tight deadlines.Excellent writing, editing, and verbal communication skills with meticulous attention to detail.Proficiency in Microsoft Office Suite, Adobe Acrobat, and proposal development tools like SharePoint, GovWin, or other CRM/proposal management systems.Familiarity with Shipley proposal methodologies, APMP certification, or other industry-recognized certifications is preferred.Key Competencies:

Strong attention to detail and ability to ensure compliance with complex government requirements.Ability to work under pressure and manage competing priorities.Strong interpersonal and collaboration skills with the ability to work effectively with diverse teams and stakeholders.Analytical thinking, with the ability to translate technical and programmatic details into persuasive, clear, and concise proposals.Understanding of the government contracting lifecycle and procurement processes.Additional Information:

This position may require periodic travel to attend client meetings, proposal kick-offs, or industry events.The Senior Proposal Writer should be comfortable working in a fast-paced, deadline-driven environment with occasional extended hours.
