Why does the job exist?
The Licensing and Certification Authority Staff Manager is responsible for supervising, mentoring, supporting, training and managing LCA program monitors in implementing and monitoring regulatory compliance along with, quality improvement of certified services and licensed facilities for specific child/adolescent agencies across New Mexico. This position works directly with the LCA Bureau Chief and Deputy Director to ensure NM's licensed providers are adhering to the regulations and providing best practice when implementing services. The LCA Staff Manager is a main component in supporting the LCA team and direct contact and support for the licensed providers.
How does it get done?
The LCA Staff Manager is responsible for providing leadership, management, supervision, training, mentoring, support, and enhancement of the LCA Team. The LCA Staff Manager is to have a continuity of ensuring quality monitoring/improvement, and development of streamlined processes. This occurs through consistent collaboration, ongoing communication, and supervision. The LCA Staff Manager will be responsible for facilitating, coordinating, and interfacing with local stakeholders to ensure needs are met. The Staff Manager oversees and is involved in monitoring and addressing factors that could affect the health, safety, and welfare of certified service and licensed facility clients or staff. Certified service program monitoring addresses quality of care, treatment, and provision of medically necessary behavioral health services. This is conducted through incident report processing, surveys, investigations, and ongoing stakeholder collaboration. The LCA Staff Manager is to travel with the Program Monitors and provide the necessary guidance when reviewing provider records, implementing investigation to concerns or annual certification or licensing reviews.
Who are the customers?
LCA Staff Manager is there to provide collaboration with community partners they license or certify. They are also responsible for collaboration with all CYFD Divisions, and partner with the Health Care Authority and Department of Health, to ensure providers are licensed and certified according to regulations. The LCA Staff Manager is also responsible for overseeing the team in engaging, monitoring, and responding timely to providers.
Ideal Candidate
Preferred experience:
A candidate who has experience with clinical supervision in behavioral health or medical service delivery, and experience managing through complex systems;
Experience in supervising and conducting/participation in regulatory compliance and quality improvement activities;
Excellent written and verbal communication skills, including experience in writing technical documents;
Independent Clinical License of LPCC, LCSW or LMFT and/or Medical License of RN is required for the position.
Minimum Qualification
A Bachelor's Degree in any field of study from an accredited college or university and six (6) years of professional level experience with a tactical impact directly related to the purpose of the position defined by the agency at the time of recruitment. Substitutions Apply. See Substitution Table below. A hiring agency will designate a portion of the required experience to include supervisory and/or specialized experience. Any required licensure, certification or registration shall be defined at the time of recruitment and will be in addition to the above requirements.

Employment Requirements
Must possess and maintain a valid Driver's License. Pre-employment background investigation is required and is conditional pending results.
Working Conditions
Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required.
Staff Supervisors engage in both office-based and community-based monitoring activities. Ongoing travel across New Mexico on on a monthly basis is involved in program monitoring duties. Ongoing usage of computers and telephones is involved in daily responsibilities. Detailed review of numerous documents, information, and clinical content is involved in daily job tasks. Extended periods of sitting is involved in addition to some physical activity (walking, bending, lifting, kneeling, reaching). Must be able to lift 25 pounds.
