Position Summary

The Telecommunications Specialist designs or configures voice, video, and data communications systems. Supervises installation and post-installation service and maintenance. Provides Facilities Telecommunications and Information Technology (IT) Cable Plant Support through installation, maintenance, fault isolation, and reconstitution of fixed cable and wireless distribution systems, local area networks (LAN), and wide area networks (WAN) in support of tactical and strategic operations. Monitors and analyzes the performance of underground, buried, and aerial cable and antenna networks.

Individuals must be able to attain and maintain a valid U.S. Government Top Secret with access to Sensitive Compartmented Information (SCI) facility clearance.

Duties & Responsibilities

Provides inside and outside cable plant engineering design support to include: installation, de-installation, integration, testing, removal, and maintenance of inside and outside plant cable to include copper, fiber, and coaxial cable. Outside plant includes aerial, underground, and buried multi-purpose communications cable

Provides, operates, and maintains material required to support cable plant infrastructure

Provides cable plant services to include site surveys or small cable plant installations at multiple locations

Tests all installed or modified cable plant systems and components in accordance with industry-accepted standards, and test report standards

Coordinates inspections of final installed or modified systems while replicating system and component testing

Installs, pulls, and tests interior and exterior fiber optic, copper, and coaxial cabling

Terminates, splices, tests, maintains, and repairs fiber optic (including fusion splicing), copper, and coaxial cabling

Installs wireless network drops to include installation of wireless access points

Installs fiber optic converters, patches panels, mains and intermediate distribution frames, lightning protections, small uninterruptible power supplies, and supporting ground and power connections

Installs cabinets, cable ladders rack systems, and equipment components

Installs cable trays, conduits, J-hooks, power/data poles and junction boxes

Provides demolition services for all abandoned communication cabling including coaxial cabling, antenna cabling, electronic security system cabling, and paging system cabling

Works inside manholes, and handholes and provides aerial services

Provides access to buried communication cables

Provides locating services to trace out and mark all existing underground communications cabling to include electronic security system cabling, and antenna cabling with the exception of buried electrical cable and Direct Digital Control cabling for HVAC, duct, manholes, and handholes

Integrates separate exterior and interior signal cable distribution systems, exterior and interior coaxial cable systems, and supports equipment to interface with commercial cabling systems

Ensures all products and integrations are in accordance with BICSI, TIA/EIA, NFPA 70, and CNSSAM TEMPEST/01-13 RED/BLACK Installation Guidance standards

Familiarity with Building Industry Consulting Service International (BICSI), Electronic Industry Alliance (EIA), and Telecommunications Industry Alliance (TIA) cabling standards for information technology, telephony, and cable television systems

Maintains test equipment and materials to support cable infrastructure engineering and integration

Performs preventive maintenance on all equipment operated to prevent degradation of services

Performs and documents site surveys to support fiber optic, copper, and coaxial infrastructure requirements

Prepares working engineering project design packages for integration teams with integration instructions, sketches, and lists of materials

Completes technical solutions for the telecommunications, information technology, and cable television upgrades/integrations

Analyzes technical requirements to support projected mission, technology, and infrastructure changes, and recommend capabilities for new and existing facilities

Provides technical solutions to meet DoD-approved requirements

Provides specification of testing requirements

Briefs government sponsors and Integrated Project Team (IPT) on plans and/or status of projects

Develops, coordinates, and executes cutover plans to integrate newly installed infrastructure

Perform inspections and field investigations of the outside plant infrastructure

Installs, maintains, reconstitutes, removes, and modifies copper core, coaxial, waveguide, and fiber optic cable and antenna systems

Climbs antenna support structures and wooden poles to various heights for maintenance and installation actions on cable and antenna systems.

Installs and maintains dedicated local area network (LAN) and wide area network (WAN) media distribution systems, including distribution system interior wiring.

Installs and removes fire-stopping barriers when installing interior cabling. Uses drawings, task lists, instructions, and technical data to work on copper core, coaxial, waveguide, fiber optic cable, and antenna systems.

Terminates copper core, coaxial, waveguide, and fiber optic cable on distribution frames and interface equipment.

Operates and performs maintenance using tools, test equipment, auxiliary equipment, and vehicles such as backhoes, trenchers, cable trailers, cable reel trucks, and antenna construction vehicles.

Locates, repairs, and replaces faulty closures in copper core, waveguide, coaxial, and fiber optic cable systems. Performs pneumatic troubleshooting to locate faulty splice closures and seal splice closures.

Excavates and backfills splice pits. Installs and maintains aerial cable support structures such as pole line and suspension strands.

Installs underground cable, uses duct rods, cleans cable duct systems, prepares pulling apparatus, and pulls in and temporarily bonds cable. Installs, maintains, and marks the path of buried cable systems.

Education & Experience Requirements

4 years of qualified practical field experience

Inside/Outside Cable Plant experience

Registered Communications Distribution Designer (RCDD) certification is required

Knowledge of OSHA safety standards

OSHA confined space

BICSI Installer
