Primary Objective

OPEN UNTIL FILLED

The City of Bloomington is seeking an individual to coordinate, maintain and repair the radio and computer technologies utilized by the Bloomington Police and Fire Departments, including the areas of CAD (Computer Aided Dispatch), ARMER 800 MHz radio systems, 911 phone systems, Windows based PC technology and other mission critical items.

This is a part time position averaging 28 hours per week. The schedule will generally be daytime hours during the Monday-Friday workweek with occasional variance

Examples of Duties

  • CAD Administrator - maintains databases and users, builds response plans, works with agency partner LOGIS (Local Government Information Systems) on updates and upgrades
  • Programs, installs, troubleshoots, and repairs department radios on the ARMER 800MHz radio system in compliance with MESB (Metropolitan Emergency Services Board) and State standards
  • Maintains databases for alert paging and 911 Viper system
  • Maintains inventory and assignments of City-issued radios
  • Coordinates deployment, configuration, and assignment of Police Department cell phones
  • Performs maintenance, troubleshooting and/or repair of electronic equipment contained in 911 dispatch center and secondary radio tower site
  • Ensures FCC licenses are current for Police and Fire Department communications
  • Participates in budgetary planning for Police and Fire Department communications equipment including MDCs (Mobile Data Computers)
  • Assists with the planning and coordination of MDC deployments, repairs and updates
  • Working knowledge of GIS (Geographic Information Systems) and relationships to GPS (Global Positioning System) applications
  • Deploys, operates, and maintains the technology and equipment used in the Police Mobile Command Post vehicle
  • Ability to obtain and maintain a certification and perform duties of a COML (Communications Unit Leader)
  • Deploys emergency generator as needed. Ensures that preventative maintenance is performed and maintain system documentation
  • Responsible for squad camera replacement and repair
  • Responds to emergency maintenance and repair calls in a timely manner
  • Writes specifications for new and replacement equipment when required
  • Maintains supplies of spare parts and equipment
  • Coordinates the maintenance and repair of radio fiber communication lines
  • Works a flexible schedule and overtime when assigned and be available for emergency maintenance and repair calls
  • Performs other duties as apparent and assigned


KNOWLEDGE, SKILLS & ABILITIES REQUIRED
  • Knowledge of FCC rules and regulations governing usage and repair of electronic communications equipment
  • Knowledge and understanding of the City's basic needs and operations as it relates to electronic communications equipment and Police Dispatch operations
  • Knowledge of and be capable of using test equipment and meters
  • Skill in prioritizing one's work and completing assignments accurately with attention to detail
  • Ability to communicate clearly, both orally and in writing, with the public, employees and others in an effective, tactful and courteous manner
  • Ability to read, understand and follow oral and written directions sufficiently to carry out electronic communications equipment installation, maintenance and repair
  • Ability to develop and maintain effective working relationships with staff, other City department personnel, and the general public
  • Ability to take responsibility for one's work by anticipating and planning workloads by being punctual, adaptable, and accountable in one's daily work assignments
  • Ability to keep records, write reports and coordinate work tasks with co-workers, other agencies and vendors
  • Knowledge and understanding of Windows system administration
  • Ability to work under time pressures and conflicting demands

Minimum/Desirable Qualifications

MINIMUM QUALIFICATIONS
  • High school diploma or equivalent
  • Three years of experience in maintaining and repairing communications equipment and related electronic equipment, such as cell phones, mobile computer, tablets and radios
  • Valid driver's license
  • Basic PC software/hardware troubleshooting and repair
  • Basic knowledge of network and fiber technology
  • Basic knowledge of vehicle electrical wiring and installation of communication equipment


DESIRABLE QUALIFICATIONS
  • Completion of trade, vocational, or technical school or related educational program in wireless and electronic communication equipment or similar electronic
    technology area
  • Additional experience in the installation, maintenance, repair, programming and operation of related communications equipment including portable, mobile, and fixed end equipment in the VHF and UHF, 800 MHz, and microwave radio bands
  • Experience supporting VIPER911 systems, or equivalent
  • Experience with Motorola MC7500 800mhz radio consoles, or equivalent
  • COML Certification
  • Experience with Central Square CAD
  • Work experience with GIS
  • Experience in PSAP (Public Safety Answering Point)

Anticipated Hiring Range: $34.19 - $36.28 Hourly

2023 Full Salary Range: $34.19 - $45.59 Hourly
