I. DESCRIPTION OF SERVICES

Texas Department of Public Safety requires the services of 1 Data Analyst/Report Writer 3, hereafter referred to as Candidate(s), who meets the general qualifications of Data Analyst/Report Writer 3, Data/Database Administration and the specifications outlined in this document for the Texas Department of Public Safety.

All work products resulting from the project shall be considered "works made for hire " and are the property of the Texas Department of Public Safety and may include pre-selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law. Texas Department of Public Safety will pay no fees for interviews or discussions, which occur during the process of selecting a Candidate(s).

The Department of Information Resources (DIR) requires the services of a Data Analyst/Report Writer, hereafter referred to as Worker, who meets the general qualification of 3 emerging and the specifications outlined in this document for Texas Department of Public Safety.

Performs complex (journey-level) data analysis and data research work. Work involves conducting detailed analysis of and extensive research on data, providing results, and monitoring and implementing data quality. Develop and implement customer-centric metrics and reporting. Support performance, quality, and improvement efforts to help streamline processes through data analysis and visualization. Manage the analysis of data and embrace evaluative thinking that includes posing thoughtful questions about data, getting feedback from key stakeholders, and using data to support staff, programs, and operations. May provide guidance to others. Works under limited supervision, with moderate latitude for the use of initiative and independent judgment.

II. CANDIDATE SKILLS AND QUALIFICATIONS Minimum Requirements:
Candidates that do not meet or exceed the minimum stated requirements (skills/experience) will be displayed to customers but may not be chosen for this opportunity. Years Required/Preferred Experience 8 Required Senior level business, data and report development expertise with Tableau. 7 Required Previous experience conducting assessments of client data and reporting dashboards development methodologies, and the development of operational support capabilities and processes. 7 Required Previous experience working as a Data Analyst liaison between Information Technology (IT) staff and the business; to develop requirements, processes to deliver dashboards. 5 Required Working as a Data analyst (DA) developing and documenting business and data requirements leveraging planned requirement gathering sessions. Thorough knowledge of System Architecture Designs, System Designs, System Implementations and System Testing. 5 Required Previous experience using Business/Data Analysis expertise in facilitating day-to-day activities to produce reporting deliverables needed from the stakeholder/customer teams. 5 Required Experience creating and providing, and presenting status reports, options and feedback to upper management and C Level stakeholders. 1 Preferred Previous Tableau experience in the Public Sector. 1 Preferred Tableau Certification preferred 1 Preferred Knowledge of ERP systems and financial modules preferred.
III. TERMS OF SERVICE

Services are expected to start 09/01/2023 and are expected to complete by 02/29/2024. Total estimated hours per Candidate shall not exceed 1040 hours. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing.
IV. WORK HOURS AND LOCATION

Services shall be provided during normal business hours unless otherwise coordinated through the Texas Department of Public Safety. Normal business hours are Monday through Friday from 8:00 AM to 5:00 PM, excluding State holidays when the agency is closed.

The primary work location(s) will be at 5505 North Lamar Blvd. Austin, TX 78752. Any and all travel, per diem, parking, and/or living expenses shall be at the Candidate's and/or Vendor's expense. Texas Department of Public Safety will provide pre-approved, written authorization for travel for any services to be performed away from the primary work location(s). Pre-approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees, including any requirement for original receipts.

The Candidate(s) may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through Texas Department of Public Safety.
V. OTHER SPECIAL REQUIREMENTS

Work hours will primarily be Monday thru Friday, 8am-5pm CT, or similar schedule. This position requires working at TXDPS Headquarters located at 5505 North Lamar Blvd. Austin, TX 78752
