Scope of Work

Develops and coordinates internal and external communication strategies to project the values, goals, and positive image of the City. Functions as a consultant within the organization on communication methods and issues, especially with Midland's Hispanic community. Maintains contact with the local news media, including Spanish-speaking media, and serves as part of the information liaison team for the City. Provides general assistance to the Marketing and Communications Manager with regard to operational and administrative needs.
BUDGETARY RESPONSIBILITIES:Assists with annual budget process.
Essential Job Duties

  • Establishes and maintains positive media relations, including Spanish-language media.• Creates Spanish-language content - announcements and social media -- by gathering information from city departments.
  • Serves as a contact person within the City for the media, citizenry, and other agencies.
  • Markets the City and its departments through social media, community brochures, publications and recruiting packets.
  • Performs a variety of special assignments in support of the city as needed.• Receive and respond to media inquiries: transmit information in accordance with guidelines and standards; follow chain of command notification.
  • Facilitate public events such as town halls, ribbon cuttings and Police and Fire Department outreach events.
  • Manage internal communication initiatives in conjunction with IT and HR departments.
  • Responds to emergency situations and crime scenes to coordinate information. Coordinates the City web page information with IT.
  • Maintains through training, the necessary skills to properly perform the assignment and keep abreast of new developments in job area.
  • Communicates directly with citizens and Council Members on goals and objectives of the City.
  • Resolves requests and/or problems and represents the City in private and public functions.
  • Initiates and reviews special projects designated by the City Manager.
  • Coordinates information exchange and task completion among departments.
  • Types/creates documents and presentations as needed.
  • Provide dedicated communication solutions which support the mission of City departments• Actively participate in strategic and task-specific communication plan.
  • Oversee design and content creation of monthly newsletter.

May work irregular hours in inclement weather including weekends, holidays, and extended hours in emergencies, disasters, or other situations demanding the presence of the Communications and Marketing Manager. Must be able to communicate clearly under what, at times, could be highly stressful situations. Ability to sit, stand, walk, and drive a vehicle to and from various work sites.
Required Qualifications Required Contacts
Employee communicates with news media personnel and provides the release of information in accordance with applicable guidelines. Communicates with other departments within the City, other employees within the workgroup, as well as city council, citizens, outside agencies and various boards and commissions.
Knowledge, Abilities and Skills
Knowledge of administrative directives of the City of Midland. Knowledge of pertinent Federal, State, and local laws, codes, and regulations, interprets and applies as necessary. Knowledge of the geography of the city and surrounding vicinity. Must have strong organizational skills and be able to communicate effectively both orally and in writing. Ability to write and speak Spanish is preferred. Skills to plan, organize and manage time effectively. Ability to work independently in the absence of supervision. Skilled in the use of software programs including Microsoft Word, Excel, Power Point, Adobe Suite software and knowledge of basic HTML.
Minimum Education, Experience and Certification
Bachelor's degree in journalism, Communication, or related field plus three to five years of experience required. Valid Texas driver's license required.
