Summary of Duties

Working under the direction of the Public Information Officer (PIO)/Community Engagement Director, this position is responsible for emphasis in economic development and/or business relations. The Business and Marketing Specialist executes advanced-level tasks in communications, marketing, and/or public relations, including strategizing, creating, coordinating, and overseeing diverse promotional and informational initiatives. Additionally, this position fulfills the role of department/agency spokesperson.

This job entails actively seeking opportunities to link businesses together and provide a solution-oriented approach to inquiries of expansion and growth. This position undertakes a diverse array of tasks, encompassing strategic planning, research, oversight of special projects, and fostering relationships with other governmental entities. Additionally, this role involves the formulation and execution of economic development plans, programs, and services crucial to the Town's future growth.

Works under the general supervision of the PIO/Community Engagement Director.

Minimum Qualifications

  • Supports the PIO/Community Engagement Director and contributes to the formulation of the strategic blueprint for the designated domain, encompassing marketing and sales endeavors, as well as media and communications strategies, while ensuring the execution of all campaign components.
  • Implements major marketing and promotional programs/campaigns/events including advertising strategies, timelines, collaboration with business/community partners, and researches strategies for economic development, marketing, and outreach.
  • Assists the Town's social media presence and keeps abreast of current industry trends on a variety of social media platforms and tailors and promotes internal and external Town initiatives.
  • Manages internal communications by acting as a conduit between management and internal audience, provides feedback from internal audience to managers, and develops newsletters, informational materials, and other related documents to facilitate communication.
  • Proposes, develops, and implements revenue-generating sponsorships and sales strategies, creates comprehensive revenue goals, and maintain relationships with target organizations for on-going opportunities.
  • Establishes and maintains good working relationships with media representatives, community and business organizations, and other stakeholders and serves as a Town representative on various committees and fosters collaborative relationships that benefit the Town.
  • Writes grants and works with vendors for communications efforts and develops and manages contribution campaigns including messaging, branding, and creation of supporting materials.
  • Performs additional duties as required.
EDUCATION AND EXPERIENCE
  • Bachelor's degree in business administration, Communications, Marketing, Public Relations, or related field is required.
  • Demonstrated experience of one to three (1-3) years in pertinent fields, such as government or non-profit economic development, corporate new business development, customer relations, or marketing/communications/public relations.
  • A combination of education and experience may be considered.
LICENSES AND CERTIFICATIONS
  • Valid Colorado Driver's License and a satisfactory driving record.
Knowledge, Skills & Abilities Required
  • Assists and/or develops the strategic plan that includes Town marketing, economic development campaigns, and media and communications tactics and ensures implementation of all campaign elements.
  • Implements marketing and promotional programs/campaigns/events, including advertising strategies, timelines, collaboration with business/community partners, and researches strategies for economic development, marketing, and outreach.
  • Establishes and maintains good working relationships with media representatives, community and business organizations, and other stakeholders. Serves as a Town representative on various committees and fosters collaborative relationships that benefit the Town.
  • Assists with communications by acting as a conduit between departments and an external audience, providing feedback, and developing newsletters, informational materials, and other related documents to facilitate communication.
  • Strategizes and assists with Town branding, wayfinding signage, and other Town marketing efforts.
  • Serves as a point person for businesses through face-to-face, e-mail, phone, web interaction.
  • Assists in planning and implementing business events.
  • Designs and publishes traditional marketing pieces and assists in managing traditional marketing functions such as public relations, advertising, collateral pieces, mailings, etc.
  • Provide assistance and support to Town staff and businesses during the expansion, recruitment, and retention of large and small businesses.
  • Assists in grant applications and management of grants.
  • Effective interpersonal skills for engaging with management, community leaders, business stakeholders, and representatives from other agencies.
  • Ability to collaborate efficiently with the Town's development review committee, ensuring compliance with project criteria and navigating the application process successfully.
  • Capacity to plan, coordinate, and evaluate work related to urban renewal and economic development initiatives.
  • Clear and concise communication skills, both orally and in writing, including the preparation of comprehensive reports.
  • Flexibility to attend government meetings outside regular business hours.


The Town of Mead offers a comprehensive benefit package and pays a major portion of the employee premium to make these benefits more affordable for our employees. Coverage begins on the 1st of the month following the date of hire, unless otherwise noted. Full time employees may participate in the following benefits:

Insurance:

The Town of Mead's medical, vision, dental, and life insurance provider is Colorado Employer Benefit Trust (CEBT). The town pays 100% of employee coverage and 50% of employee's covered dependents for the least expensive plan.

Medical: Employees may choose to enroll in one of following medical plan options which have a broad network of doctors, hospitals and health providers:
• Kaiser Permanente HMO 45 plan
• CEBT PPO 4 plan (UMR A UnitedHealthcare Company)
• Medical Hospital Reimbursement Plan

Dental: A comprehensive dental program is available that provides access to a broad network of dental providers. Coverage is through Delta Dental.

Vision: Employees that choose to enroll in our CEBT vision plan may take advantage of benefits that include coverage towards contacts and glasses.

Life and Dependent Life: The Town of Mead provides basic life coverage up to $50,000 for employees who are regularly scheduled to work 20 or more hours per week. Additional coverage may be purchased through a voluntary life insurance program.

Short Term / Long Term Disability *: The Town's short-term and long-term disability coverage is provided by The Hartford Group. Premium costs for employees who are scheduled to work 30 or more hours per week is paid for 100% by the Town. Long-term disability coverage is effective the first month following 60 days of employment.
*LTD does not apply to Police due to FPPA benefits.

Spending Accounts:

The Town offers a Section 125 Flexible Spending Account through Alerus. The Town matches medical account contributions up to $500/year for eligible employees.

Flexible Spending Account (FSA): Employees have the option to contribute to their FSA which can be used to pay for qualifying medical, dental and vision expenses.

Dependent Care FSA: Dependent care FSA allows for reimbursement of dependent childcare or elder day care expenses on a tax favored basis.

Retirement Benefits:

The Town offers a 457 defined contribution plan through Nationwide. The Town matches up to 5% of an employee's pay. Commissioned police officers are not eligible for the Town match. For 2024, the maximum contribution (employee and employer) is $23,000 annually. Catch-up provisions are up to $7,500 for those aged 50 and older.

Employee Assistance Program (EAP):

Our EAP provides free and confidential short-term counseling to help employees with a variety of personal challenges. Other services and resources are offered through Triad's EAP.

BENEFITS EXCLUSIVE TO COMMISSIONED POLICE OFFICERS

Pension Benefits - Police Only (FPPA):

The Town's commissioned police officers are covered by a defined benefit pension plan through the Fire and Police Pension Association (FPPA). 2024 employee / employer contribution rates are 12% / 9.5%, respectively.

Disability Benefits - Police Only (FPPA):

The Town's full time commissioned police officers are covered by the Statewide Death & Disability Plan through FPPA. Benefits provide 24-hour coverage, both on and off duty. The Town currently covers 100% of the premium which is 3.4% of the employee's base pay.

Paid Time Off:

Full time police officers* will be provided with paid time off which accrues based on years of service as indicated below. Paid time off for officers is adjusted to include the Town's observed holidays.
