Salary: $80,562 – $91,260, annually
Position Overview
The Associate Human Resources Director assists the Human Resources Director in providing leadership and direction to managers, staff, and the HR team. The Associate Human Resources Director acts in the absence of the Human Resources Director under the direction of the Library Director and CEO.
Essential Functions
- Assists the HR Director in providing leadership and direction for the library and its employees regarding personnel matters.
- Develops and communicates internal Human Resources department practices and procedures to the Human Resources team.
- Manages the performance and development of the Human Resources team by coordinating performance engagement, check-in sessions, and disciplinary meetings with the Human Resources Director.
- Oversees the productivity of the HR staff by helping team members set priorities to manage workflow and schedules.
- Facilitates conflict resolution and mediates disputes between employees, administrators, or departments as needed.
- Generates regular HR reports, including staffing levels, turnover rates, and other key performance indicators.
- Ensures secure and confidential handling of employee records.
- Collaborates with the HR Director and other MCPL leaders on workforce planning and budgeting for HR-related expenses.
- Monitors and controls HR department budget, ensuring resources are used effectively.
- Supports the evaluation and improvement of benefits programs to ensure competitive offerings.
- Supports initiatives to recognize employee achievements, celebrate milestones, and enhance workplace morale.
- Assists with other roles within the department in the absence of specialists or as needed.
- Coordinates and provides day-to-day administrative support to the HR Director as needed.
- Maintains awareness of developments and trends in the field of human resources by attending workshops, meetings, conferences, and reading professional literature.
Non-essential Functions
- Serves on committees as needed.
- Updates the HR Department SharePoint page as needed.
Education and Experience
- Bachelor’s degree in Human Resources, Business Administration, or related field required.
- Five years of human resources experience required.
- Five years of management experience required.
- PHR/SPHR or SHRM-CP/SHRM-SCP certification is preferred.
Required Knowledge, Skills, and Abilities
- Job Knowledge: Demonstrates comprehensive knowledge of employment law and specific state and federal employment rules and regulations, as well as principles, practices, and methods of modern human resource and personnel management.
- Technology: Advanced knowledge of Teams, Microsoft Office 365 applications including Word, Outlook, and Excel.
- Communication: Excellent public speaking, presentation, and interpersonal skills, with demonstrated patience, tact, respect, and use of confidentiality.
- Financial/Mathematical: Comprehensive knowledge of budgeting and reconciliation principles.
- Teamwork: Advanced knowledge of leading and building a team.

Age Requirement:
Must be at least 18 years of age.
MVR Requirement
Possession of a valid driver’s license for use in carrying out the duties of this position including transportation of materials and equipment (mileage reimbursed) is required.
Work Environment
Works primarily indoors with prolonged periods of sitting at a desk, working on a computer, and must have a reasonable tolerance for dust, mold, scents, allergens, and communicable diseases.
Essential physical abilities:
- Daily (greater than 50% of the time): Sitting, Walking (even ground), Lifting 1-10 pounds, Receiving Communication and Instructions (vision, reading, hearing), Conveying Communication and Instructions (Speaking, Writing), Using computer data entry tools.
- Occasionally (approximately 1-2 times a month): Standing, Bending/Stooping, Lifting 11-25 pounds, Pushing/Pulling 1-25 pounds.
- Rarely (1-5 times a year): Lifting 26-40 pounds, Climbing stepstools, Climbing ladders.
