Description Under limited supervision, performs supervisory and administrative work managing logistics activities in the Fire Department. This mid-level management position is responsible for supervising, monitoring, and coordinating the procurement, storage, inventory, and distribution of the fire department's uniforms, personal protective equipment, Rescue supplies and equipment. Work involves responsibility for the operation of the department's inventory management program, and supervision of logistics personnel assigned to clerical and material handling duties. The Logistics Manager directs and consolidates the functions of equipment and supply allocation, as well as procurement and research to facilitate efficient and effective utilization of fire department resources. Work also includes overseeing the inventory and supply distribution network to meet the daily and mission critical needs of Fire Department. This includes everything from firefighting equipment and hoses to office and janitorial supplies, station furnishings, appliances, miscellaneous equipment, emergency medical supplies, fitness equipment, uniforms, and protective clothing. Finally, this position must provide excellent customer service to the fire department's internal customers, other City departments, and vendors. Reports to the Administrative Deputy Fire Chief.

Examples of Duties Oversees the fire department's supply system that includes the procurement, storage, inventory, and distribution of all equipment and supplies.

Develops and maintains acceptable purchase order and inventory accounting systems.

Develops and maintains appropriate division-related records accurately and efficiently.

Insures quality control of maintenance and repair work, purchased supplies, and equipment. Assists in the development of specifications for the purchase of capital equipment.

Prepares purchase specifications and meets with equipment vendors to examine equipment, and confers about supply and purchase possibilities; participates in final acceptance inspections of newly purchased equipment.

Works closely with City Purchasing Department with purchase orders, contracts, requests for bids, and City credit card accounts.

Supervises and/or coordinates the maintenance, repair, and availability of all safety equipment, including, bunker gear, firefighting footwear, etc.

Assists in developing logistics-related contracts and agreements.

Assists in the annual fire department budget development, as well as monitoring budget account balances and expenditures related to logistics. Inventories all equipment and supplies for Fire & Fire/Rescue.

Coordinates sizing of all uniforms and protective equipment.

Maintains minimum number of items to ensure replacements are on hand.

Responsible for the accountability for entire Fire Department inventory/supplies.

Meets with vendors to ensure that warranties are fulfilled.

Tacks all items from acquisition to disposal.

Maintains Drug (class 1) logs and assists in Drug Audits.

Inspects and monitors condition of member protective gear.

Ensures that gear is repaired when necessary to meet NFPA Standard.

Quarterly performs calibration on all gas monitoring equipment.

Performs monthly breathing equipment air/radio pairing to ensure accountability.

Ensures compliance with the City code and procurement policies and procedures by reviewing and monitoring procurements conducted by any designee, department or official.

Typical Qualifications

Extensive knowledge of modern fire methodology, techniques, technical equipment and special purpose units.

Considerable knowledge of fire terminology, radio calls signals, radio procedures and F.C.C. regulations governing the operation of radio systems.

Considerable knowledge of the principles of supervision, organization and administration.

Considerable knowledge of modern office practices and procedures

Considerable knowledge of the technical features of the entire Fire Department.

Knowledge of the standard accepted principles and practices of bookkeeping and accounting.

Knowledge of inventory control and auditing procedures. Has a working knowledge of governmental accounting and City purchasing/ requisitioning procedures

Knowledge of public records retention laws, public access laws and applicable policies. Has considerable knowledge of the automated systems in use within the department.

Ability to establish, maintain, analyze and interpret a variety of complex fiscal and accounting records, files, and reports from such records.

Ability to use common office machines, including popular computer driven word processing, spreadsheet and file maintenance programs.

Ability to maintain accurate inventory and purchasing records.

Ability to plan, design and conduct training as needed.

Ability to to exercise considerable initiative and independent judgment in applying standards to a variety of work situations.

Ability to communicate effectively, orally and in writing.

Ability to exercise considerable tact, courtesy and discretion in frequent contact with the general public.

Ability to establish and maintain effective working relationships as necessitated by work assignments.

Ability to diagnosis and evaluate equipment malfunctions and rectify in a timely manner.

Ability to develop rapport with and gain the confidence with vendors for equipment acquisition and repair.

DESIRABLE EXPERIENCE AND TRAINING

Graduate of an accredited college or university with an Associate's Degree, and 3 years' of progressively responsible experience in supervision and management, with preference in a governmental setting. A minimum of 3 years' experience in logistics including one or more of the following areas: Information Technology; Materials Management, Fleet Maintenance, Building and Facilities Management or a related field. Must possess a valid Florida's Driver's License and have an acceptable driving record.

Work Environment

This is a designated "Response" classification in the City's Emergency Operations Plan and will require the employee occupying this position to work for declared emergencies. Attendance at National Incident Management System (NIMS) training at the appropriate level is mandatory.
