ECB is the state agency that delivers educational, noncommercial, and public safety media via Wisconsin Public Radio and PBS Wisconsin. We are seeking a Broadcast Network Architect (IS Network Services Consultant/Administrator) for our Broadcast Information Technology team.

This role serves under general supervision of the IT Director and is based at one of the agency's hub sites in Madison, Wausau, Wheeler, La Crosse, Eau Claire, Green Bay, or Park Falls, WI. Occasional remote work requests may be granted with supervisor approval based on projects and departmental need.
Position Summary
Under the general administrative review of the Information Technology Director, the incumbent provides senior technical leadership to the supervisor and other members of the broadcast IT unit, as well as to other delivery division staff and broadcast IT system users of the Educational Communications Board (ECB). The incumbent is the agency's definitive technical expert on broadcast telecommunications network architecture and systems integration. Work is multitasking in nature, self-initiated, and conducted independently.
The incumbent is responsible for:
- The integration and connectivity of very complex, broadcast telecommunication systems and communication wiring facilities that involve multiple hardware and software platforms, multiple operating systems, and advanced, emerging technologies such as network convergence, network security, remote access, remote control, broadcast transport protocols (SMPTE, AES, ATSC, SRT), IPSEC, and virtual machines.
- Research, development, and support of broadcast telecommunication systems, tools, facility communication wiring for the engineering division.
- Coordinating the design, purchase, and implementation of broadcast telecommunications hardware and software architectures for all major, complex broadcast telecommunications systems in all ECB divisions. It serves as a consultant and provides direction to senior project leaders and managers in the architecture of systems using broadcast telecommunications facilities, methodologies and toolsets. Extensive coordination and consultation with many other technical support units, application development units, facility management staff, other state agencies, University of Wisconsin partners, and vendors is required.
- Promoting the use of telecommunication concepts and methodologies and serves as the principal advanced technical resource in determining strategic broadcast telecommunication direction and facility communication wiring in the division. This includes development, dissemination, and enforcement of policies, procedures, and guidelines for the use of broadcast telecommunication tools; in particular, for ensuring that broadcast telecommunication system hardware and software architectures have the design accuracy, integrity, accessibility and security to serve as the foundation for the division's most high profile, critical systems.
- Serving as a project leader, providing direction and task assignment to other technicians and engineering specialists in the division. The incumbent also provides problem resolution services for situations involving those technicians and personnel from other units, other companies, and between the division and vendors. This support involves multi-platform implementation in a large, complex, existing professional development environment. Clients include professional IS staff, IS supervisors and upper management as well as end users throughout Wisconsin Public Media and/or other agencies, government, and private sector contacts. This includes interaction with personnel in the division and throughout the agency and state, other technical support personnel, vendors, etc.
- Following all agency/state guidelines and standards in order to maintain secure working networks and online environments; reporting to the division administrator all security incidents, breaches, or information compromise. Maintain network security protocols and provide recommendations to agency leadership for security posture and mitigation actions.
- This position requires a variable, non-traditional work schedule including some nights and weekends.
- This position requires frequent in-state travel (approximately 30%).
- A valid Wisconsin driver license that meets the state's risk management requirements, or the ability to obtain one's own reliable transportation on a consistent basis.
Salary Information
This classification is assigned to pay schedule/range 07-32. The starting hourly rate for the Broadcast Network Architect (IS Network Services Con/Adm ) will be between $46.00 per hour to $56.00 per hour depending upon candidate qualifications, plus excellent benefits. A 12-month probationary period may be required.
For current and eligible former State employees, compensation will be set in accordance with the State Compensation Plan at the time of hire.

Qualifications
Minimally qualified applicants will have EACH of the following:
- Experience with IT and networking standards
- Experience with current LAN/WAN architecture, client/server technology, data communications technology and capabilities
- Experience with advanced LAN/WAN design, troubleshooting and diagnostics
- Experience with complex IT and networking technologies as they pertain to broadcast infrastructure, systems, and equipment
- Experience with complex distributed broadcast network architecture, design and systems integration
