Overview
Participates and assists in the development of policies and guidelines for assigned programs.Researches technical feasibility and control proposals for new or revised programs; develops and applies quality control and assurance measures to ensure the effectiveness of programs.Reviews, analyzes, and administers a variety of grants, contracts, and other agreements in support of District activities; monitors expenditures and prepares fiscal status reports.Prepares Requests for Proposal (RFPs) and Requests for Quotations (RFQs); prepares contract documents and reviews contract terms.Calculates emissions reductions, analyzes cost-effectiveness, and performs other technical work.Coordinates and facilitates workshops, meetings, and trainings on the technical application and interpretation of District programs.Maintains computer databases and program records.Assists in internal and external audits for programs.Prepares and presents staff reports to the District's Board of Directors.Provides routine outreach and communication on behalf of the District.Explains and interprets technical policies, rules, and regulations regarding programs.Performs other duties as assigned.MINIMUM QUALIFICATIONS
Education and Experience:Staff Specialist I: Equivalent to a Bachelor's degree and two years of professional analytical experience.
Have you got what it takes to succeed The following information should be read carefully by all candidates.Staff Specialist II: In addition to the above, two years of professional analytical experience.KNOWLEDGE, SKILLS & ABILITIES:Knowledge of: Americans with Disabilities Act (ADA) requirements, development of style guides, AP Style, general branding guidelines, methods and techniques of administrative analyses, training theory, and applicable laws and regulations.Skill in: Developing and administering effective programs, preparing clear reports, exercising sound judgment, and establishing effective working relationships.OTHER REQUIREMENTS:Must be willing to work evenings and weekends as necessary.HOW TO APPLY & SELECTION CRITERIA Interested individuals must submit a completed Air District application, chronological resume, and responses to the supplemental questions no later than
