The qualified applicant will provide RF Technical support/expertise to the Space Security and Defense Program (SSDP) - Multi-Domain Effects (MDE) Division located in Reston, VA with anticipated travel in support of SSDP’s priorities. The applicant will provide oversight and governance, design and development expertise for multi-domain effects technology transition and fielding. As a technical expert to DoD program managers, they’ll lead and transition advanced science and technology initiatives in RF technology, with special emphasis in electronic warfare and cyberspace mission areas. The applicant will lead technical recommendations in areas such as space-based systems, multi-domain systems, and RF technology studies and publications. They will prioritize and adjust the implementation of multi-year portfolio roadmaps, ensuring timely performance of projects funded with FFRDCs, National Labs, and contractor RF R&D studies, providing detailed analytic outcomes and recommendations for mission-critical challenges.
DUTIES AND RESPONSIBILITIES:
Technical Leadership and Innovation:
Lead mission analysis and development of RF and SDR reference architectures, ensuring alignment with operational requirements.
Supervise thorough test and measurements to inform future design and development recommendations.
Stay at the forefront of technological advancements in RF, SDR, EW, Cyber; validate publications of technical reports.
Operational Support and Governance:
Develop and implement policies, standards, and recommendations for RF force design.
Ensure compliance with regulatory and security requirements and conduct risk assessments.
Maintain up-to-date knowledge of emerging threats and technologies in RF domains.
Agile Program Management and Collaboration:
Implement Agile methodologies for program management and iterative development.
Prioritize and manage project backlogs, ensuring alignment with performance objectives.
Contribute to Program Increment (PI) planning to establish SMART goals, milestones, dependencies, program risks.
Work closely with internal and external stakeholders, including government agencies, industry partners, and academic institutions, and communicate complex technical concepts to non-technical audiences effectively.
Qualifications
10 years of relevant DoD/IC or relevant industry work experience with no less than three (3) years' experience in a SAP and/or SCI environment.
Master's degree or Ph.D. in Electrical Engineering, Computer Engineering, or related technical field.
Experience must include RF R&D, electromagnetics, electronic warfare, cyberspace and RCS measurements.
Must be a self-starter, able to take initiative, work independently and recognize management issues that need to be elevated.
Excellent oral, written, and reporting communication skills.
Ability to work in a flexible, fast-paced, and highly dynamic environment.
Ability to multi-task and maintain deadline punctuality during pressurized situations.
Must possess an active Top Secret (TS) clearance with SCI eligibility, ability to be cleared for SAP, and be able to obtain a polygraph. An existing polygraph is highly desirable.
