For more information please see: ACQDEMO Responsibilities As a FOREIGN MILITARY SALES CASE WRITER at the NH-0301-3 some of your typical work assignments may include: Plans the development of price and availability information and Letters of Offer and Acceptance (LOAs) to include materiel requirement analysis in Letters of Request (LORs), the development of executable LOAs, use of standard notes, and the development of non-standard case notes. Calculates financial data including stock, procurement, and transportation requirements and initiates resolution of financial discrepancies when obligations exceed the requested values. Determines applicability of National Stock Numbers to meet requirements recommending substitute items when necessary aligned with the financial and mission requirement of customer. Provides guidance and technical expertise regarding LOA preparation for the development of new systems and system enhancements. Requirements Conditions of Employment Qualifications You may qualify at the NH-03 level, if you fulfill the following qualifications: One year of specialized experience equivalent to the NH-02/GS-11 grade level in the Federal service as listed below: Experience with the Defense Security Assistance Management System in researching, developing, and implementing security assistance policy, directives, and procedures as well as associated logistical and financial databases in order to manipulate and extract pertinent data relating to FMS contractual requirements, supply policies, and conditions peculiar to FMS customer countries. Experience with performance of analysis and evaluation of LOA taskers, development of LOAs/amendments/modifications, and resolution of nonavailable stock and recommendation of alternatives due to knowledge of supply/transportation systems, processes, policies and funding. Analysis and evaluation of LOA development process and planning of enhancements. Understanding of geographical factors, such as location, to determine shipping charges, and climatic conditions that may impact the applicability of items to the country's requirements. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education Substitution of education may not be used in lieu of specialized experience for this grade level.
