OVERVIEW

Responsible for overseeing and coordinating the health needs of newly-arrived refugees in a specific region, ensuring these individuals receive culturally appropriate medical services, including screenings, immunizations, and referrals to specialized care, while also advocating for access to healthcare within the community. Works closely with other resettlement agencies and local health department to bridge gaps in care and promote health literacy among refugee populations. Position may from time to time be stressful and require a high degree of performance. May perform other duties as assigned.

ESSENTIAL FUNCTIONS

Health Literacy Services:

• Develops a strategy to deliver health education, selecting appropriate topics and target populations for group classes or individual outreach
• Ensures classes address relevant health topics based on refugee needs
• Provides services for at-risk refugees to navigate and access complex healthcare systems
• Conducts individual assessments and community and provider surveys to identify additional health topics
• Creates and uses pre- and post-self-assessment tools to measure skill and knowledge improvement in refugees; submits tools to Arizona Refugee Resettlement Program (RRP) for approval

Mental Health Support Services:

• Identifies and engages mental health providers skilled in trauma-informed care to build partnerships
• Develops and implements a training curriculum for providers on refugee mental health
• Conducts outreach and provides educational opportunities for refugees to learn about mental health, reducing stigma, and increasing access
• Establishes direct linkages between mental health providers and refugee-serving organizations for efficient referral processes
• Implements strategies to mitigate language barriers, including training refugee community health workers in medical interpretation for mental health services.

Healthcare Services Coordination:

• Provides navigation services for at-risk refugees to access healthcare systems and prioritizes those with the most urgent health needs
• Develops a Plan of Care (POC) for refugees requiring mental health navigation and support, including continuous reassessment, referrals, and insurance coverage tracking; ensure POCs complement medical care plans and avoid duplication of services
• Utilize or develop POC templates and submits for review and approval by Arizona Department of Economic Security (ADES)

Wellness Group Services:

• Organizes and facilitates wellness groups, such as adjustment and peer support groups, skill-building networks, and other community-based activities.
• Chooses wellness group activities based on community needs and promote relationship-building among refugees
• Utilizes evidence-based interventions and promising practices for group activities
• Creates and uses pre- and post-self-assessment tools to measure the effectiveness of wellness groups

MINIMUM REQUIREMENTS

Suitable work experience may be considered as transferable skills in order to meet minimum requirements of the position and will be considered by the Executive Director of Human Resources.

• Bachelor's Degree in public health, social work, or a related field
• Behavioral Health Technician (BHT) credential:
  • Master or bachelor degree in a field related to behavioral health; OR
  • Bachelor degree and at least one year of full time behavioral health work experience
• 3 years of experience in public health, mental health, or refugee services, with a focus on health education or mental health support
• Strong understanding of trauma-informed care and the unique health needs of refugee populations
• Experience in program development, training, and working with diverse community stakeholders
• Strong organizational and assessment skills, with experience in developing and using self-assessment tools
• Excellent communication and interpersonal skills, with the ability to work across cultures and build partnerships

REGULATORY

• Must be at least 18 years of age
• Valid driver license, proof of insurance, and 39-month motor vehicle report
• Ability to obtain and maintain Arizona Level One Fingerprint Clearance Card and FBI National Criminal Records History Report (employer paid)
• Pass pre-employment drug screen (incudes marijuana, regardless of recreational use laws) (employer paid)

DESIRED QUALIFICATIONS

• Master Degree or equivalent experience
• Additional years of directly-related experience
• Bilingual, or multilingual, verbal and written
