We focus on health equity bydeveloping programs and systemic solutions that reduce disparities for thepeople and communities we serve.Alameda County Health’sdepartments and programs focus on services and support that provide care forthe whole person.The Behavioral Health Department provides mental health andsubstance use services for people with Medi-Cal and without insurance andsupports people along their path to wellness, recovery, and resilience.The Environmental Health Department works to keep our air,water, and food safe; it regulates, protects, and promotes the health ofeveryone in Alameda County by enforcing environmental health codes to reduceexposure to toxins and diseases.The Public Health Department focuses on community andpopulation-level health, preventing and addressing root causes of healthinequity across a range of communicable and chronic diseases.Alameda County Health also provides services through Housing andHomelessness Services, Emergency Medical Services Agency, HealthPAC, andHealthy Schools and Communities.THE POSITIONUnder general direction, plans, develops, coordinates and oversees the administration of the Training and Development Program for assigned areas of the Health Care Services Agency (HCSA); develops policies and procedures, standards and objectives for professional training programs and services for county staff, student professionals, private providers and community based organizations; identifies and defines training needs and objectives, and evaluation techniques and methodology throughout the system of care; manages the department’s continuing education certification programs; and, performs related duties as assigned.THE VACANCYThe current vacancy is located in Alameda County Health. However, the eligiblelist resulting from this recruitment may be used to fill future vacancies inother program areas and departments.THE IDEAL CANDIDATEIn addition to meeting the minimum qualifications below, the ideal candidate will possess the following critical attributes:- Possess a robust ability to assess the training anddevelopment needs of diverse organizational groups and programs.- Extensive experience in leveraging Learning Management Systems (LMS) to enhance organizational learning and development.- Demonstrate exceptional written and verbal communicationskills, enabling effective interaction with a wide range of audiences invarious contexts.- Excel in establishing and maintaining cooperative workrelationships and partnerships with county departments, other agencies, and thecommunity.- Leadership skills and a solid understanding ofmanagement principles and best practices, adept at work planning, employeesupervision, and resource allocation.- Highly organized, with a keen attention to detail,ensuring that job processes, tasks, and work products are completed accurately.- Demonstrated capacity to work effectively withindividuals from diverse cultural, interpersonal, and motivational backgrounds.- Apply analytical problem-solving techniques to makeinformed decisions, evaluations, and recommendations.- Expertise in budget development, administrative tasks,data analysis, and report preparation.MINIMUM QUALIFICATIONSEducation:Possession of a Bachelor’s degree from an accredited university in business administration, human resources, organizational development, health care administration, social work, counseling, clinical or educational psychology or a closely related field.ANDExperience:The equivalent of three years full-time experience in planning, developing, coordinating the administration of staff and student training and development programs and services in a health care setting; or developing, administering or coordinating Human Resources related training to staff in the areas of workforce wellness, recruiting, performance management, employee relations or other human resources discipline.NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.KNOWLEDGE AND SKILLSThe most suitably qualified candidates will possess the following competencies:Knowledge of:- Evaluation methodologies.- Principles and best practices of training and development.- Principles and practices of Human Resource Management- Program planning and evaluation- Organizational learning, development and consultation.- Current trends, research and legislation affecting training and development programs and services.- Principles and best practices of marketing concepts and techniques.- Community organizational and public/private partnership dynamics and development.- Strategic planning and implementation, and project management.- Practices and techniques of administrative analysis, evaluation and report preparation.- Management principles and best practices including work planning, employee supervision and resource allocation.- Computer applications and technology related to the work.- Office administrative practices and procedures including records management and the operation of standard office equipment.Ability to:- Communicate effectively both orally and in writing.- Make sound decisions and recommendations.- Apply analytical problem solving techniques.- Assess training and development needs of multiple organizational groups and programs.- Perform methodologically sound evaluations.- Provide effective leadership.- Plan, organize and prioritize work.- Provide budget development and other data analysis.- Demonstrate interpersonal sensitivity.- Establish and maintain cooperative work relationships with county department, other agencies and the community.- Work independently.EXAMINATION COMPONENTSTHE EXAMINATION WILL CONSIST OF THE FOLLOWING STEPS:- A review of applicants' applications to verify possession of minimum requirements.
