City of Palm Bay Opens Request for Applications for the Use of Evans Center to Support Youth Programs

The City of Palm Bay is now seeking applications from eligible 501(c)3 non-profit entities to use the facilities at the Evans Center, located at 1361 Florida Ave NE in northeast Palm Bay, to provide services for Palm Bay’s youth and at-risk youth, defined as individuals aged 16-25.
The City is specifically interested in receiving proposals for programs that demonstrate successful outcomes for Palm Bay’s youth and at-risk youth. At-risk youth are defined as young individuals facing barriers to success, such as socio-economic challenges, limited access to education and training, involvement in the juvenile justice system, or other factors that may impact their ability to achieve stable employment and financial independence. Special consideration will be given to proposals focusing on skill-building in culinary arts, financial literacy, HVAC, and STEM fields.
The Evans Center, acquired by the City of Palm Bay on August 5, 2024, is a 6,068-square-foot facility that previously operated as a neighborhood market and restaurant. It is fully equipped with a kitchen, walk-in refrigerator, range, and hood, as well as a community room. The proposed use of facilities shall exclude the space actively leased by the Brevard Health Alliance.
Interested non-profit organizations are required to attend a mandatory walkthrough of the Evans Center on Thursday, November 21, 2024, at 2 PM at 1361 Florida Ave NE, Palm Bay, FL.
Application Deadline and Submission Details:
Non-profit organizations should submit their proposals by 3 PM on Friday, December 13, 2024. All submissions must be sent in electronic format to HCDinfo@pbfl.org. Incomplete applications and submissions received after 11:59 PM on December 13, 2024 will not be considered.
Review and Approval Process:
All submissions will be reviewed by City staff, who will then make recommendations to the Palm Bay City Council during the Regular Council Meeting scheduled for Thursday, January 16, 2025. The meeting will take place at the Palm Bay Council Chambers, located at 120 Malabar Road SE, Palm Bay, Florida 32907. Applicants are required to attend this meeting to address any questions from the City Council.
